He won- <br /> dered if there are pieces of the G.A.R.E. training that can change the way the City <br /> looks for people and then supports them when they are here. He also supports the <br /> idea of creating long-term master facility vision and plan for all operations. Peo- <br /> ple have been frustrated by the piecemealing, and so this is an excellent point. <br /> Councilmember McGehee commented that the City has been through a compen- <br /> sation study. There was a lot of consternation at the time, and an outside consult- <br /> ant was hired. A simpler solution would be to have parity between union and <br /> non-union staff That would eliminate the need for a compensation study. She <br /> would appreciate a discussion along those lines. The previous process of a com- <br /> pensation study was lengthy and time-consuming for the staff. <br /> The Council discussed the results of the prior compensation study. <br /> City Manager Trudgeon suggested the City has fallen a bit behind in compensa- <br /> tion and thus, it will have to be addressed, not necessarily this year but maybe <br /> next year. Another component to consider is union vs. non-union pay. <br /> Mayor Roe suggested that part of the discussion must be actual rates of pay ra- <br /> ther than relative percent changes. <br /> Councilmember Willmus commented that he is not necessarily in favor of another <br /> compensation study, but the Council may be able to do something in the middle. <br /> It may be difficult to establish a peer group for Roseville. Those will be interest- <br /> ing conversations. <br /> Councilmember Laliberte asked if the League or Metro Cities already do these <br /> compensation studies throughout the public municipality industry. <br /> City Manager Trudgeon responded there is not an actual compensation study, but <br /> there is data for every position. The challenge is that a City Planner in Roseville <br /> might be a Planner 3 somewhere else, so the job descriptions have to be exam- <br /> ined, and that is where expertise is helpful. <br /> Councilmember McGehee stated all she cares about it some type of parity be- <br /> tween union and non-union employees. Once the baseline is established, then the <br /> City does not have to fuss with it again—savng staff time, Council time, money <br /> spent on consultants, etc.. <br /> Mayor Roe summarized that staff can bring the general topic so that Council can <br /> discuss more specifics. There would be an interesting discussion about having <br /> parity between organized and non-organized. <br /> Councilmember Willmus added that this is a mobile society, so people may leave <br /> and find something better elsewhere. He does not believe Roseville has to be in <br />
