It creates a cyclical conversation, and as an <br /> organization the City needs to pay close attention to operation costs going for- <br /> ward. There are many people in this community who are seeing increases in <br /> property tax bills, and that is something that the Council needs to be mindful of. <br /> Mayor Roe commented that in doing an analysis along these lines with another <br /> organization he is involved with, the consultant started the conversation with "Do <br /> we want to be a market leader across the board; do you want to be a market aver- <br /> age; or do you want to be a starter job." That would be an interesting philosophi- <br /> cal discussion to have as an organization as well. <br /> Councilmember McGehee disagreed with Councilmember Willmus, stating there <br /> is a considerable value to institutional knowledge, and that does help in communi- <br /> ties like Roseville where people have been here for a long time. <br /> Councilmember Etten stated there are other ways this is good place for people to <br /> work. Salary is part of it. It is important to retain excellent employees, and the <br /> City needs to look at this holistically. <br /> City Manager Trudgeon noted that recruitment is part of it, as more and more <br /> folks want to keep par in terms of the wages they were making at the previous <br /> job. For some positions, applications have been down. It is an indicator of where <br /> the City is at now. The City needs to be cognizant of where it is at in the big <br /> scheme of things. <br /> Councilmember Laliberte stated the recruitment issues do not mean that the City <br /> is out of whack; there are a lot of pressures on workforce, across the board. <br /> Mayor Roe concurred, noting the very low unemployment rate. <br /> Councilmember McGehee seconded the importance of emphasis on investment on <br /> infrastructure and safe and secure places, with the exception of mental health liai- <br /> son police officer. She asserted that the Fire Department has a well-trained staff, <br /> and that might be the place for that type of service. They had presented a similar <br /> type of service in their recent power point to the Council. Their staff has the med- <br /> ical training and skill set more suited to this type of community service. The Fire <br /> Department can work with the Police Department so there is an identification of <br /> potential problems. <br /> Mayor Roe stated that position stood out as awfully specific. A broader category <br /> might be developed. <br /> Councilmember Laliberte stated this is a great document, but much of it, with the <br /> exception things that are getting pulled out now, is very aspirational. <br />
