To:Parks and Recreation Commission <br />From:Lonnie Brokke <br />Date:May 27, 2018 <br />Re:Notes forCommission Meeting on Tuesday June 5, 2018 <br />1.Introductions <br />2.Public Comment Invited <br />3.Approval of Minutes of the May 1,2018Meeting <br />Enclosed is a copy of the minutes of May 1, 2018.Please be prepared to <br />approve/amend. <br />Requested Commission Action:Approve/amend meetingminutesof May 1, 2018 <br />4.Discussion on Youth PumpTrackBike Course at Autumn Grove Park South <br />Background <br />During the Parks and Recreation Renewal Program, the Cityand its residents <br />developed a“Courts for all Sports” Master Plan Concept (enclosed)for and acquired <br />the former Moundsview School District property on the SW corner of Lydia and <br />Hamline, just south of Autumn Grove Park. <br />The property has groundwater contaminationissues.The useof the propertyfor an <br />addition to Autumn Grove Park for current and future park and recreation purposes <br />is ideal. <br />The School District had been monitoring and reportingonthe contamination to the <br />Minnesota Pollution Control Agency (MPCA)for quite some time. When the city <br />acquired the property, the city took over this task.There were initially eleven <br />monitoring wells. The last three wellswererecently sealed.Because of the stable <br />conditions, no additional monitoring is required butthe city does stillneed to comply <br />with the no disturbance of the soils, i.e. no digging of foundations and the like. We <br />continue to work closely with the MPCA to move through any park and recreation <br />usesof the property. <br />Discussion <br />One activity suggested by area residentshas been the possibility of providing a <br />“pumptrackcourse” somewhere in the parks and recreation system. A “pump track <br />course” is a relatively simple small dirt mound areafor non-peddle typebikes <br />typically riddenby youngsters under the ageof sevento encouragebalance (see <br />photo examplesin packet). <br />This would be a temporary situation, would be a relatively small areaand designed <br />specifically for younger ages.We have not been able to find a suitable site to this <br />point. We have been working with residents and the MPCA about the possibilities of <br />doing a “pilot”and temporarypumptrack project on the Autumn Grove south site <br />and would like youradvice. At this point, the “courts for all sports” concept remains <br /> <br />
