City of Roseville Pathway Master Plan <br /> <br />4.I SSUES <br />Over the last two decades, the City has continued to expand and enhance the pathway <br />system. But it still lacks some important elements that will meet the needs of its users <br />over the next two decades. These are the types of elements that come with time and <br />public support and demand for a complete network. Periodic updates of this master <br />plan is an important step in identifying and monitoring issues that can provide the City <br />with a complete pathway network consistent with current demands and anticipated <br />future needs. The following is an updated list of issues relevant to Roseville. <br /> <br />1)Safety <br />a)Provide transportation facilities for all ages and abilities (children, senior <br />citizens, people with disabilities, pedestrians, and bicyclists). <br />b)Improve the ability to safely travel from one location to the next. <br />2)Connectivity <br />a)Use of the pathway system for transportation-related trips as an alternative <br />to the automobile. <br />b)Enhance access to transit service and stops, and especially the A-Line BRT <br />stations along Snelling Avenue. <br />c)Provide linkages between major destinations and to the rest of the <br />metropolitan area. <br />d)Connecting to regional bikeways and the regional trail network. <br />e)The continuation of bikeways into Roseville being developed by the City of St. <br />Paul and Ramsey County along major north-south roadways including Rice <br />Street, Dale Street, Lexington Avenue, and Cleveland Avenue. <br />f)Provide neighborhood access to the City’s pathway system. <br />g)Complete pathway connections to City parks. <br />h)Complete links within and between park constellations. <br />i)Support connections to neighboring community’s pathways. <br />j)Provide pathway facilities along regional transportation corridors. <br />k)Overcome barriers that deter pathway use: <br />l)Highway 36, Snelling Avenue, Interstate 35W, arterials, <br />m)Narrow bridge decks and underpasses, <br />n)Poorly defined crosswalks at intersections, and <br />o)Major intersections that have high traffic volumes and deter pedestrian <br />activity. <br />3)Maintenance <br />a)Maintain funding for equipment and personnel to support the City’s pathway <br />system. <br />b)Meet the needs of a demanding traveling public during all four-seasons. <br />c)Continue to preserve the current pathway facilities. <br />4)Education and Promotion <br />Page 19 <br /> <br />
