City of Roseville Pathway Master Plan <br /> <br />Trail Management Program <br />Since 1999 the Public Works Department has had the responsibility to implement a <br />long-term reconstruction and major maintenance program. The Trails Management <br />Program (TMP) is modeled after the Pavement Management Program and consists of: <br />Inspection/Evaluation, Maintenance, Sequential Planning and Financial Planning. The <br />TMP utilizes state of the art pavement tools to help identify and prioritize pathway <br />maintenance and rehabilitation. All of the pathways are broken down into segments <br />that are surveyed approximately every 5 years and actual pavement distresses are <br />measured and entered into a computer database. The measured distresses are used <br />to determine the pavement condition index (PCI). The PCI is a numerical rating <br />between 100, a new pavement, and 0, a completely failed pavement. This <br />methodology was originally developed by the US Army Corps of Engineers and later <br />revised by the Minnesota Local Road Research Board. It has become a standard <br />method to evaluate pavement condition. A computer program that utilizes pavement <br />research findings to predict the degradation of pavement with time then analyzes the <br />pathway data. The rate of degradation has been calibrated to match our actual <br />experience. In addition, the program allows us to model different maintenance <br />strategies to gauge their impact on the overall system and budget. The program is <br />quite flexible and allows us complete discretion in choosing the most appropriate <br />maintenance technique. <br /> <br />As of the 2017 PCI survey, the average PCI rating for bituminous pathways was 62. The <br />average PCI rating for concrete pathways was 89. <br /> <br /> <br />Page 18 <br /> <br />
