3 <br />It is recommended that one additional uniformed officer be autho- <br />rized for 1988. It is further recommended that the equivalent of <br />1 S CSO's be authorized for 1988. This would enable the depart- ' <br />ment to provide additional depth to those critical shifts by the ' <br />addition of one sworn officer, and added flexibility to reassign ' <br />other sworn officers by the use of non-sworn personnel for admin- ' <br />istrative type tasks or petty misdemeanors. This alternative ' <br />would enable the department to evaluate the effectiveness of <br />CSO's relieving sworn personnel of tasks requiring less skills <br />over the next year. <br />F <br />The use of CSO's may not be sufficient to alleviate the necessary <br />depth of coverage problem. And this problem may be further <br />aggravated by the additional impact of new development. Given G <br />these circumstances, the City should be prepared to add an addi- <br />tional two to three sworn officers over the next five year period. <br />Fire <br />The Fire Department requested three full-time positions--one <br />position as an Assistant Fire Marshal, and the other two to <br />assist in implementing a new Federal law relating to hazardous <br />materials. The first position has been requested over the past <br />years. The position was not recommended to be filled, because it <br />was believed that additional firefighters could be recruited to <br />assist in the inspection activity. The hourly rate was increased <br />as an incentive to work as a Fire Prevention Inspector. The Fire <br />Marshal maintains the rate has proven to be inadequate. <br />The other two positions are in response to a new Federal law <br />requiring certain businesses to report any hazardous material <br />they have on their site. It is not known how this requirement <br />will impact Roseville. The impact will relate to the amount of <br />paper work resulting from these reports, and the extent of haz- <br />ardous material emergency planning required by the law. Because <br />' of the uncertainty of what is required under the law, there is no <br />specific amount included in the Fire Prevention budget account. <br />Whatever the requirement, as is ultimately determined, it will <br />have to be provided from the Contingency Account. <br />This Federal requirement, in addition to the economic development <br />impact on fire inspection work load, will call for additional <br />personnel in the fire prevention activity. It is projected that <br />approximately two to three positions may be needed between now <br />and 1994. <br />Code Enforcement <br />See Economic Development. <br />Animal Control <br />There is currently the equivalent of one full-time Animal Control <br />position. The number of persons varies from two to three, and <br />generally are persons preparing themselves for a career in law <br />enforcement. In the next five year period, there may be a need <br />for additional hours (1/4 to 1/2 position) in Animal Control. <br />
