The two additional full-time positions recommended are for a <br />full-time Secretary and a full-time Planning and Zoning Adminis- <br />trator. The secretarial position is needed first of all because <br />the secretary in the City Manager's office is carrying an exces- <br />sive work load day in and day out. Secondly, with the employ- <br />ment of a Public Information Officer, the typing work load will <br />significantly increase. The new Secretary will provide the <br />necessary support services for the Public Information Officer. <br />In October or November, the Department of Economic Development <br />will move to the Court space area, and the authorization of the <br />new secretarial position will be timely. <br />The Planning and Zoning Administrator position is needed to <br />provide an improved coordination or linkage between Planning and <br />Code Enforcement, and to provide a systematic direction to the <br />code enforcement activity. The position would be involved in the <br />planning application review process, minor variance procedure, <br />staff the Planning Commission, interpret the codes, supervise the <br />Code Enforcement personnel, and be the administrative head of the <br />zoning and code activities. This would be a professional level <br />position, with experience in planning and zoning administration. <br />The salary would be in the $35,000-$40,000 range. The position <br />would report directly to the Director of Economic Development. <br />The addition of this position would have the added benefit of <br />relieving the Economic Development Director of the planning <br />application and Planning Commission staffing, thus permitting <br />�'= more time to devote to the promotion of new and expanded business <br />development. In addition, it would provide a day-in and day-out <br />office to respond to inquiries from potential developers regarding <br />planning and zoning requirements. <br />The other component in the development activity is the Planning <br />Consultant. The 1988 Budget provides for a three percent <br />increase in his compensation. This position reports directly to <br />the Council, and no change is recommended at this time. However, <br />once it is evident that the area west of I-35W and the area <br />between Cleveland and Snelling (north of County Road C) begins to <br />develop or redevelop in some significant manner, the City will <br />need to consider a full-time, in-house planning capability. <br />sanitary Sewer, Water Utilitv Golf Ice Arena and Storm Sewer <br />These are all classified as public enterprise type activities. <br />There are no projected personnel needs within the next five year <br />period. <br />Attached is Table "A," which summarizes the current staffing, <br />requested staffing, recommended staffing, and projected staffing <br />through 1994. <br />
