<br />The increase in intergovernmental revenue is due primarily to
<br />an increase in the use of MSA funds for debt retirement on
<br />the State Highway Bonds of $67,900.
<br />The decrease in licenses and permits are primarily due to the
<br />elimination of the restaurant inspection licenses of $24,000.
<br />Charges for services are up primarily due to the following
<br />changes:

<br />fees are expected to increase about $37,500,
<br />increase in some fees as well as some expanded
<br />Water gross revenues will increase approximately $67,000,
<br />due to the pass through cost of water from St. Paul.
<br />Golf fees will increase approximately $17,000 due to
<br />increased usage, plus a five percent increase in rates.
<br />Storm Water revenues are expected to increase by approxi-
<br />mately $40,000. While there is no rate increase antici-
<br />pated, the increase is more in line with actual revenues.
<br />e. Sanitary Sewer and the Ice Arena are showing some
<br />decreases from 1987 to more nearly reflect the actual
<br />revenues plus selected changes in 1988. Those net
<br />decreases are approximately $13,000, and $15,000 respec-
<br />tively.
