NO. 10-10 1988 ADOPTED OBJECTIVE: Develop and administer all department policies, programs, and personnel resources in a manner which facilitates the most effective functioning of the department. ACTIVITY: 1. The Chief of Police is directly responsible to the City Manager and has immediate authority over all the City Police Officers in their official functions. This entails partici- pating as a member of the City Manager's team, coordinating department affairs with other law enforcement agencies and providing advice and counsel to the City Manager on matters pertaining to law enforcement. Police Administration is responsible for coordinating the City's Civil Defense func- tion as directed by the City Manager. The Chief�s office also provides information to and maintains external rela- tions with the general public. This program also insures adherence to and compliance with internal department policies and procedures as well as general city policies. 2. This program is responsible for collecting and maintaining all police files as required by Federal and State laws. This function was converted to a modern computer system in 1981, and annual modifications have been made to further , perfect our records system. This year, a capacity expansion is required to allow the storage of freguently used data requiring a significant expense. EXPENDITURE COMMENTS l. Capital Outlay has increased due to the purchase of a larger disk drive to expand the data storage capacity of the comput- erized police records system. The expansion will enable more efficient storage and retrieval of information. 12
