on the outcome of a number of current discussions. The joint <br />gtudy with Falcon Heights will be completed in the next several <br />months, a proposal for providing administrative services is now <br />before the Lauderdale Council, discuesion of mutual co-operation <br />and sharing with the Roseville Area Schools is in proceas and the <br />Ramsey County Study Commission will be soon convening. All of <br />these discussions, provide a wide variety of opportunities for <br />the City of Roseville to be a major player. <br />Fire �auipment Replacement ProBram <br />The Fire Equipment Replacement Program began three years ago as a <br />way to upgrade the Fire Department�s fleet in a well planned <br />manner. The 1992 Sudget includes the replacement of the ladder <br />vehicle. Since it beqan in 1989, this program has reduced the <br />average aqe of the Fire Department fleet from 15.6 years to 9.5 <br />years. <br />Pavement Management ro m <br />The Pavement Management Program (PMP) is a twenty year program <br />begun in 1986. The first eight years of the program involve a <br />major effort to reconstruct all roadways that are not in good <br />condition. This phase will be completed in 1994. During the <br />initial phase, the City will reconstruct approximately 3.8 miles <br />of roadway per year, at an annual cost of two million dollars. <br />In the second phase the volume of reconstruction, as well as the <br />annual program costs, will be reduced substantially as the focus <br />changes to preventive maintenance. <br />The program has been very successful and well received, as <br />demonstrated by the positive reaction of residents in completed <br />neighborhoods, and by the fact that the requests from residents <br />for street reconstruction exceed the level of funding for the <br />proqram. <br />arks ImDrovement Proqram <br />The major new initiative began in the 1991 is the Parks Improve- <br />ment Program (PZP). The PIP Program is designed to provide for <br />the long-term maintenance, repair, and replacement of the City's <br />park facilities. The general operation of the program is to move <br />through each of the City's parks, based on an evaluation of park <br />condition, to accomplish a total repair, renovation, or replace- <br />ment of all major facilities in each park. <br />Because aome types of facilities common to a number of parks are <br />currently in need of substantial renovation, such as tennis <br />courts and shelter buildings, the initial years of the program <br />will focus on these facilities. The focus will then shift to the <br />targeting of individual parks. <br />This program, modeled after the highly successful paving manage- <br />ment program, is showing outstanding success as well and is <br />expected to be continued on for the foreseeable future. <br />� <br />
