Tree Plantina Program <br />There has been strong interest by the Council to implement a <br />tree-planting program in Roseville, sponsored and paid for by the <br />City. <br />The Parks Improvement Program includes approximately $2,000 for <br />reforestation in the City's parks. With the reduction in state <br />aid, staff has not been able to recommend a larger reforestation <br />program at this time. There are several alternatives however: <br />1. The Council could certainly direct the staff to reduce other <br />tax supported proqrams and include an amount for a new pro- <br />qram. <br />2. Staff could continue to work with the tree committee, the <br />' DNR, and other interested groups and come back to the Council <br />'-- at later date with a recoaunendation. If the recommendation is <br />positive, it is assumed a funding mechanism would be part of <br />that recommendation. <br />Staff would recommend the Council consider alternative two as the <br />proposed direction. <br />re and Occupancy Inspection <br />' One of the new programs submitted by the city staff included <br />' additional inspection of both commercial\industrial and multifam- <br />ily housing to assure hazard abatement and public safety. This <br />program would require a special insp.ection fee schedule and <br />policy review by the Council prior to implementation. <br />Zt is staff's recommendation, further study be conducted and be <br />brought back to the Council for the policy discussion at a future <br />date. As a result, a fire and occupancy inspection program for <br />the purposes outlined above is not part of this budget. <br />Activity nter <br />The City was approached by NCR-Comten in late 1990 for economic <br />assistance in consolidatinq its' engineering and research opera- <br />tions in Roseville. The major portion of the assistance was the <br />purchase of the former Reeder school by the City. That purchase <br />was culminated in mid-1991 se part of a economic jobs retention <br />program. The Council approved the use of the facility as an <br />activity center until a future development need arises. <br />The activity center will house the Parks and Recreation Depart- <br />ment offices and provide badly needed indoor space for a variety <br />of recreation programs and community meeting rooms. Considerable <br />outdoor space is also available, which can be used to serve the <br />both youth and adults with additional outdoor recreation space. <br />3 <br />
