To match eimilar sourcee and uses of revenues to ensure ade- <br />quate funding for the various City services and programs over <br />the long-term. <br />3. To enaure equitable funding of City programe and services. <br />POLICY <br />. The City will try to maintain a diversified and etable reve- <br />nue syetem to ehelter it from ahort run fluctuations in any <br />one revenue source. <br />. The City will eetablish all user chargea and fees at a level <br />related to the coat of providing the services. <br />Each year the City will recalculate the full costa of <br />activitiee supported by user fees, to identify the impact of <br />inflation and other coat increasee. <br />The City will sutomatically reviae uaer fees, with review of <br />the Council, to adjust for inflation. <br />The City will set feea and ueer chargee for each enterpriee <br />fund, auch as water and sewer, at a level that fully supports <br />the total direct and indirect cost ot the activity. Indirect <br />costa include the coet of annual straight life depreciation <br />of capital assets and each fund's share of the adminiatrative <br />and gene=al government costa incurred by the general <br />operating fund. <br />The City will set feea for other user activities, such as <br />recreation programs, at a level to move toward supporting 100 <br />percent of the direct and indirect coat of the activitiea. <br />� <br />
