The Comprehensive Anlual Financial Report of the City of Roseville, Minnesota, for the fiscal year ended DecemUer 31, 1981, is submitted herewith: The orbanization, form and contents of t11is report were prepared in accordance wi.th standards prescribed by the Plunicipal Finance Officers Association of the United States and Canada, the American Institute of Certified Public Accountants, National CoLmcil on Governmental Accounting and the T9imiesota State .4uditors Office. The format for this report has been modified to incorporate changes recommended by the Plational Council on Governmental Accounting in Statzment 1 and 2 of theF�Governmental Acceuntin��„��fi�`i�p�„ and Financial Reporting Principles�� whicli are effective�for��fiscLal�'years ending after June 30, 1980. The report was prepared by the City's Finance Department and consists of three sections: Section I is the introductory section and contains the table of com ents, letter of transmittal, certificate o£ conformance, and other appro- priate material. Section II is the financial section and contaiiis the accountant's opinion, the combined overvieia financial statements, notes to the financial statements, the combining and individual fund statements and account group statements. Section III is the statistical section which in- cludes past year's financial and nonfinancial data. Responsibility for both the accuracy of the preseirted data and the compieteness and fairness of the presentation including all disclosures rests with the City. IVe believe the data as presented is accurate in all material aspects; that it is presented in a manner designed to fairly set forth the financial position and results of operations of the City as measured by the financial activitq of its various funds; and that a11 disclosures necessary to enable the reader to gain the masimum widerstanding of the City's financial activity Ilave been included. Accounting Svstem and Budgetary Control The accounting system provides for a complete self-Ualancing accowrt group for eacli l:wld of the City. Accowiting records are maintained on the modified accrual basis for th� governmental type funds and the trust and agency fwld and the accrual basis of accounting is utilized for tlie proprietary type funds, as defined in the notes to tlie financial statements. -1-
