ecial Assessment Fund <br />The Special Assessment Fwid is used to finance and account for the construction <br />and financing of certain public improvements such as street improvements, <br />sidewalk improvements, storm sewers, and water and sewer lines which may be <br />paid wholly or in part £rom the special assessments levied against benefited <br />property. The fact t]zat the speciai improvements are paid for completely or <br />in part by property otianers ia a limited geographical area who speci£ically <br />benefit distinguishes ther� from improvements which benefit the entire communit}, <br />and tiahich were paid £or out of general revenue or through the issuance ot general <br />obligation bonds. <br />The main difference between the assets and liabilities are deferred tax levies <br />totaling $6,715,750, which ase used to finance the City's share of. the improve- <br />ment cost. The handling of deferred tax levies in the financial statements is <br />e�lained in the "Notes to the Financial Statements." During the preparation o£ <br />the annual budget, this fund is reviewed to determine the status of the deferred <br />tax levies for all bond issues. <br />Enterprise Funds <br />Enterprise Funds accoimt £or the financing o£ services to the general public <br />in which all or most of the costs involved are paid in the form of charges by <br />the user of such service. Except for ownership, these funds closely resemble a <br />privately-owned business. <br />The Liquor Fund accounts for the operation of the off-sale liquor store. The <br />operating trans£er of $21,317 to the equipment fund was for the snorkel fire <br />truck.
