'', '� The effect of the accounting change is to decrease special assessment net revenue ��' � in 1983 by $284,903 and decrease previously reported special assessment net revenue for 1982 by $219,446. The special assessment fund balances at December 31, 1981 ��. �. and 1982 have been adjusted for the effect of applying retroactively the new �'. '�.. method of accounting. '��.. 3 - Fund Deficits Special assessments - A fund balance deficit of $4,214,895 existed in this fund at December 31, 1983. This deficit arises because of the application of generally accepted accounting principles to the financial reporting for this fund. Soecial assessments are recognized as revenue only to the extent that individual installments and deferred payments are considered current assets. As of December 31, 1983, this fund had deferred revenues of $3,131,635 and deferred tax levies of $11,846,100. It has been the City's practice to cancel the tax levies when funds are sufficient to provide retirement of debt.
