The employment resulting from <br />that investment is expected to be in late 1990 and early 1991. <br />The City's growth and location, is expected to maintain the <br />community's property values in the immediate future. <br />City Ini.tiatives and Financial �.ighlights During i989 <br />The City provides a full range of municipal services as author- <br />ized by state statute. This range includes general government, <br />public safety, public works, parks and recreation, water and <br />sewer utilities and community development. An additional 595,000 square feet of commercial space was <br />added in 1989, which included Rosedale, Rosedale Market <br />Place and the reconstructed Pavilion Place. <br />2. An additional 260 units of housing was added in 1989 which <br />included a combination of apartments, townhomes and single <br />family homes. <br />An apartment rehabilitation program was put in place through <br />the use of Community Development Block Grants. <br />3. The Pavement Management Program did continue to achieve out <br />standing support by the Community. The appearance and ualety <br />factors of the City streets are being held to a high q Y <br />and exhibit the pride of its citizens. <br />With the full co-operation of the Roseville Area School.s, a <br />school liaison program was established. The program's intent <br />was to provide a strong counseling, assistance, and enforce <br />ment contact for high school age'young men and women. The <br />program is managed by the City's police department has been <br />well received by students, parents and the community. <br />3 <br />
