Section III is the statistical section which includes the previ- <br />ous years' financial and nonfinancial data. <br />Section IV contains the single audit schedules and reports. <br />The City's financial statements include all funds, account <br />groups, departments, agencies, boards, commissions, and other ' <br />organizations over which City officials exercise oversight ', <br />responsibility. ' <br />Oversight responsibility includes such aspects as appointment of <br />governing body members, budget approval of property tax levies, <br />outstanding debt secured by City full faith and credit or reve- <br />nues, responsibility for funding deficits, and others. <br />As a result of applying the criteria of NCGA Statement 3, the <br />Fire Relief Association and Independent School Districts #621 and <br />#623 have been excluded from the City's Financial statements. <br />Economic Condition and Outlook <br />Summarv of Local EconomV <br />The Metropolitan area continued to be economically strong in 1990 <br />despite the general weakening of the national economy. The metro <br />unemployment rate ended the year at approximately 3.3% as com- <br />pared to the U.S. average of 5.80. Roseville, as part of subur- <br />ban Ramsey County had an unemployment rate of approximately <br />2.5e, illustrating a significant stronger economy in our immedi- <br />ate trade and employment area. <br />The most recent retail sales data (1989) indicates the City of <br />Roseville is continuing to be one of the major retailing centers <br />of the Metropolitan area. Gross retail sales in 1989 within Rose- <br />ville have increased 33% over 1988 and the higher level of such <br />sales are expected to continue on into 1990. The rate of growth <br />was due primarily to higher food, automobile and home furnishings <br />sales. Because of Roseville's development as a major retail <br />center, we would expect a continuing higher level of growth than <br />that of the State as a whole. <br />Major Industries <br />While the growth of the City's two major employers, Unisys Corpo- <br />ration and NCR Comten was minimal, the decline being experienced <br />by the computer industry did not have a significant impact during <br />1990. Total employment of those two organizations dropped from <br />approximately 8,000 to 5,000 in 1989 however rose to 5,350 in <br />1990. The commercial, retail and insurance sectors continued to <br />grow substantially in line with the expansion of those markets. <br />Future Economic outlook <br />The Metropolitan Council has estimated that Roseville will have <br />45,000 jobs by the year 2000.
