is subject to general market conditions, Roseville's redevelop- <br />ment and economic program appears to place the City in an excel- <br />lent position for continuing strong growth in 1991 and beyond. <br />The building permit valuations for 1990 were in excess of <br />$48,000,000; the highest in the City's history. The employment <br />resulting from that investment is being felt as the retail <br />industry in particular experienced a surge of growth in 1990. <br />The City's growth and location, is expected to maintain tha <br />community's property values in the immediate future. <br />City Initiatives and Financial Highlights During 1990 <br />The City provides a full range of municipal services as author- <br />ized by state statute. Services includes general government, <br />public safety, public works, parks and recreation, water and <br />sewer utilities and community development. Within those areas <br />of responsibilities, the City's goals for 1990 were: <br />1. To continue to implement the economic redevelopment of areas <br />in the City which contain obsolete and low value structures. <br />2. To continue to emphasize housing development through new <br />construction and rehabilitation and enhancement of current <br />housing stock. <br />3. To balance economic growth with quality of life factors in <br />the community. <br />The City has begun to see some of the results of the above goals. <br />l. An additional 240,000 square feet of commercial space was <br />added in 1990 at the Rosedale Mall by the major anchor store, <br />Dayton's <br />Two high tech engineering and office and office/service <br />facilities were constructed. Values exceeded $2 million <br />dollars. <br />2. Thirty-three high value new single family homes were con- <br />structed in 1990. In addition, a major renovation of an older <br />apartment complex was begun and completed. This was a co- <br />operative effort between the City, Ramsey County, and the <br />private sector. This project enabled, quality low to <br />moderate income housing to be continued in Roseville. <br />3. The Pavement Management Program continued to achieve out- <br />standing support by the Community. The appearance and safety <br />factors of the City streets are being held to a high quality <br />and exhibit the pride of its citizens. <br />0 <br />A new drug awareness program (DARE) was implemented by the <br />Police Department, with the fu11 co-operation of the Rose- <br />ville Area Schools, parents, and local business. <br />3 <br />
