The city funding will be an internal loan from construction reserves and will be repaid from facility revenues. A number of national and international evente have already been scheduled for 1994. Future Proiects The City will continue to emphasize the economic and quality of life goals to aseure a community that is attractive to people for living and competitive for jobs and bueiness environment. De�artmental Service Im�rovements Secmn�c Develop�ent\Hecreatioa- Skating Facility Since the early 1980's, the State of Minneaota and the City of Roseville have studied and considered the need for skating facil- ity particularly ae it related to the strong olympic participa- tion of Minneaota apeedskaters. Secauee of state and area-wide implications, it was planned and expected that some state funding would be forthcoming. In 1992, the State of Minnesota allocated $1.9 million toward the project, if the City also provided match funding of $1 million dollars. The Council took action to provide that funding. In October, work began on an outdoor skating facil- ity which would meet not only the neede of the area's olympic speed skaters, but also provide national and international bandy event epace. In addition, the facility would provide a aubstan- tial amount of in-line skating aurfaces for the non-winter monthe thus creating a multi-use facility. This facility, unde= the management of the City's Parke and Recreation Department is expected to meet both the Community's growing recreational needs and to provide economic growth by attracting both participants and epectators to Roseville. Sy combining the power of both a atrong state and local partner- ship, the taxpayers of the community will benefit without having to inveat or provide local property tax dollars. jTinanr181 InfOL18t10� Accountina Svatem and Budaetarv Control The accounting system provides for a complete, self-balancing account group for each fund of the City. Accounting records are maintained on the modified accrual baeis for the governmental type funds and truat and agency funde, and the accrual basis of accounting is utilized for the proprietary type funds, as defined in the notes to the financial statements.
