The State is providing <br />$1.9 million and the City will provide a$1 million dollar match. <br />The city funding will be an internal loan from construction <br />reserves and will be repaid from facility revenues. <br />A number of national and international evente have already been <br />scheduled for 1994. <br />Future Proiects <br />The City will continue to emphasize the economic and quality of <br />life goals to aseure a community that is attractive to people for <br />living and competitive for jobs and bueiness environment. <br />De�artmental Service Im�rovements <br />Secmn�c Develop�ent\Hecreatioa- Skating Facility <br />Since the early 1980's, the State of Minneaota and the City of <br />Roseville have studied and considered the need for skating facil- <br />ity particularly ae it related to the strong olympic participa- <br />tion of Minneaota apeedskaters. Secauee of state and area-wide <br />implications, it was planned and expected that some state funding <br />would be forthcoming. In 1992, the State of Minnesota allocated <br />$1.9 million toward the project, if the City also provided match <br />funding of $1 million dollars. The Council took action to provide <br />that funding. In October, work began on an outdoor skating facil- <br />ity which would meet not only the neede of the area's olympic <br />speed skaters, but also provide national and international bandy <br />event epace. In addition, the facility would provide a aubstan- <br />tial amount of in-line skating aurfaces for the non-winter monthe <br />thus creating a multi-use facility. <br />This facility, unde= the management of the City's Parke and <br />Recreation Department is expected to meet both the Community's <br />growing recreational needs and to provide economic growth by <br />attracting both participants and epectators to Roseville. <br />Sy combining the power of both a atrong state and local partner- <br />ship, the taxpayers of the community will benefit without having <br />to inveat or provide local property tax dollars. <br />jTinanr181 InfOL18t10� <br />Accountina Svatem and Budaetarv Control <br />The accounting system provides for a complete, self-balancing <br />account group for each fund of the City. Accounting records are <br />maintained on the modified accrual baeis for the governmental <br />type funds and truat and agency funde, and the accrual basis of <br />accounting is utilized for the proprietary type funds, as defined <br />in the notes to the financial statements. <br />
