Those standards require that we plan and <br />perform the audic to ob[ain reasonable assurance about whether [he financiai s[a[emenu are free of maceriai <br />micttatement. <br />In planning and performing our audic of the fmancial ssa[emencs of chc Ciry of Roseville, Minnesota for rhe year <br />ended December 31, 1992, we considered 'us intemal con[rol scrucnue in order to decermiae our auditiag <br />procedures for the purposa of ezpressing our opinion on the 5nancial s�acements and no[ [o provide assurance <br />on the internal convol scructure. <br />'I'he managemen[ of che City of Roseville, Minnesota is responsible for escablishin8 and mainta�n�ng ���e�l <br />conuol suucrure. In fulfillin8 this responsibiliry, escimates and judgmencs by management are required to assess <br />the expected benefits aad reSated costs of internal control strucrure policies and procedures. The objectives of <br />aa iatemal control strucrure are to provide management with reasonable, but not absolute, assurance that asse[s <br />are safeguarded against loss from unauthoriud use or dispositioa, and that transactions are eucuted in <br />accordance wi�h management's autborvation and recorded properly to permit the prepararion of financial <br />stacemeacs in accordance witb 6enerally accepted accounting principles. Because of inherent limicationo ect on <br />internal conaol structuze, enors or irregularicies may nevertheless occur and not be detected.
