The Care Institute, also constructed over $15 million of addi- <br />tional senior citizen houaing facilities with an emphasis pri- <br />marily on limited and intensive nursing care. <br />3. The State of Minnesota and the City of Roseville entered <br />into an agreement to construct a combination outdoor <br />speed\bandy\in-line skating facility. The State provided $1.9 <br />million and the City provided a$1.5 million dollar loan plus an <br />additional $600,000 of funding from tax incrementa. <br />A number of national and international eventa have already been <br />scheduled for 1994 and 1995. <br />Future Proiects <br />The City will continue to emphasize the economic and quality of <br />life goals to assure a community that is attractive to people £or <br />living and competitive for jobs and business environment. <br />Devartmental Service Improvements <br />CO�IlIIl� OlSlOa 8IId Plannin� <br />In late 1992 and throughout 1993, the City began a visioning <br />process. This visioning process was termed, VISTA 2000. The <br />process involved over a 100 volunteers from the community which <br />met, discussed and envisioned what Roseville should be in the <br />year 2000 and beyond. <br />The areas studied were housing, recreation, public safety, public <br />infrastructure, and the environment. All city department heads <br />and assistant department heads were directly involved as staff <br />for the various area groups. Such a community process required <br />substantial commitment of time and resources from nearly all <br />departments during 1993. <br />The majority of the visioning was completed in late 1993. The <br />City Council then began reviewing the VISTA 2000 recommendations <br />as part of the comprehensive community planning update. <br />It is expected that a number of the final Vista 2000 recommenda- <br />tions will be incorporated into the programs of the council and <br />city staff over the next sevezal years. <br />Geographic Iafoxaation Syete� <br />The City began implementing a Geographic Information System (GIS) <br />in 1993. Such a system provides for a number of data bases <br />containing city information such as land use, zoning, parcel <br />data, engineering data, water and sewer lines, etc. From these <br />data bases, maps and other computer aided graphics can be pro- <br />duced for a variety of municipal uses. <br />4 <br />
