Information related to this single audit, including a schedule of federal financial assistance, the <br />independent auditor's reports on internal controls and compliance with applicable laws and <br />regulations, and a schedule of findings and questioned costs aze part of ihis section. <br />The financial reporting entity includes all the funds and account groups of the primary <br />government (i.e. the City of Roseville as legally defined), as well as all of its component uniu. <br />Component units are legally sepazate entities for which the primary government is financially <br />accountable. The City provides a full range of services including police and fire protection; <br />water and sanitation services; the construction and maintenance of highways, streets and <br />infrastructure; and parks and recreational activities. <br />Governmental Structure, Local Economic Condition and Outiook <br />The Ciry, which was incorporated in 1948, is part of the St.Paul-Minneapolis, Minnesota <br />metropolitan azea, and is 13.7 square miles in size and has a population of 33,487. The Ciry <br />is in Ramsey County and adjoins St. Paul on its northern border, and Minneapolis at iu eastern <br />border. The downtown azeas of both St. Paul and Minneapolis are within a 10 mile drive from <br />the City. <br />The City has operated under the council-manager form of government since January i, 1974, <br />when it became a statutory city. Policy making and legislative authority are vested in the city <br />council, which consists of a mayor and a four-member council. The council is responsible, <br />among other things, for passing ordinances, adopting the budget, appointing committees and <br />hiring the ciry manager and city attorney. The City Manager is responsible for carrying out the <br />polices and ordinances of the city council, for overseeing the day-to-day operations of the city, <br />and for appointing the heads of the city's departments. The Council is elected on a non-partisan <br />basis, to four year staggered terms on an at-lazge basis. <br />The economy of the metropolitan Twin City azea has continued to experience significant growth <br />during 1994. Unemployment ended the year at approximately 3.3% as compazed to the U.S. <br />average of 5.4%. Roseville, as part of suburban Ramsey County, had an unemployment rate <br />of approximately 2.5 %, a decrease from the 3.3 % in 1993. <br />The City has a diverse economy. While Roseville is considered a major regional retail center, <br />employment in the computer, medical and printing industries are becoming more significant. <br />While major employers in the community account for approximately 9,000 jobs, smaller <br />emerging firms employ nearly 8,000 persons. <br />The most recent retail sales data indicates the City of Roseville is continuing to be one of the <br />major retailing centers of the metropolitan azea. Retail sales within the city have had a 10.24 % <br />compounded growth over the past 5 years. This rate is more than one and one half times greater <br />than the retail sales growth in the state as a whole. <br />2 <br />
