The location of the City and the communiry emphasis on economic growth indicates a strong <br />potential for the City to continue to be a viable part of the Twin Ciry metropolitan azea for <br />people to live and work. <br />City Initiatives and Financial Highlights During 1994 <br />The City provides a full range of municipal services as authorized by state statute. This includes <br />general government, public safety, public works, pazks and recreation, water and sewer utilities <br />and community development. Within those areas of responsibilities, the City's goals for 1994 <br />were: <br />i. To continue to implement the economic redevelopment of areas in the City which contain <br />obsolete and low value truck terminais or aging commercial facilities. <br />2. To continue to emphasize housing development through new construction, rehabilitation and <br />enhancement of current housing stock. <br />3. To further develop the environment and quality of life of the City by creating appropriate <br />open spaces and recreational opportunities. <br />The City achieved several objectives within the goals above and below are summazies of those <br />results. <br />1. The City's strong economic development efforts were primarily focused on cleaning up <br />highly polluted sites in the Twin Lakes development azea. Several pucels, were discovered <br />to have highly contaminated soils due to chemical and petroleum spills of years past. <br />2. A number of small housing projects were started in 1994. These projects were composed <br />primazily of mazket rate housing units of both single family and townhome units. <br />3. Agreements were made and put into place with School Dislrict #623 in 1994 for several joint <br />recreational facility projects. School disuict efforts, funded by a$48 million voted bond <br />issue, were begun in 1994 to rebuild the vazious school physical plants. 'I'he Ciry made a <br />commitment to add funding toward the expansion of the two elementary gymnasiums located <br />within the community. The agreements put in place a direction of co-operative efforts with <br />both governmental units to allow joint use of resources for not only the community's students <br />but for all citizens. <br />Future Projects <br />On the basis of the Ciry's efforts in 1994, the city is expected to increase the economic <br />development of the uncontaminated pazcels, strengthen the working relationship with School <br />Districts #623 and #621 for the continued co-operative efforts on community recreational <br />projects. <br />3 <br />
