The City provides a full range of services including police and fire protection; water and <br />sanita[ion services; the construction and maintenance of highways, streeu and infrastructure; and <br />parks and recreational activities. <br />Governmental Structure, Loc.al Economic Condition and Outlook <br />T'he City, which was incorporated in 1948, is part of the St.Paul-Minneapolis, Minnesota <br />metropolitan area, and is 13.7 square miles in size and has a population of 3�.487. The Ciry is <br />in Ramsey Counry and adjoins St. Paul on its northem border, and Minneapolis at its eastem <br />border. The downtown areas of both St. Paul and Minneapolis are within a 10 mile drive from <br />the City. <br />The City has operated under the council-manager form of government since January 1, 1974, <br />when it became a statutory city. Policy making and legislative authoriry are vested in the city <br />council, which consisu of a mayor and a four-member council. The council is responsible, among <br />other things, for passing ordinances, adopting the budget, appointing committees and hiring the <br />city manager and city attomey. The City Manager is responsible for carryine out the polices and <br />ordinances of the city council, for overseeing the day-to-day operations of the city, and for <br />appofnting the heads of the city's departmenu. The C�uncil is elected on a non-partisan basis, <br />to four year staggered terms on an at-large.basis. <br />The economy of the metropolitan Twin City area has continued to e�cperience significant grow[h <br />during 1995. Unemployment ended the year at approximately 2.8% as compared to the U.S. <br />averase of 5.6%. Roseville, as part of suburban Ramsey Counry, had an unempioyment rate of <br />approxunately 2.1 %, a decrease from the 2.5 % in 1994. The Twin Cities Metro region is now <br />considered by many economists, a labor short region. <br />The Ciry has a diverse economy. While Roseville is considered a major regional retail center, <br />employment in the computer, medical, and printing industries has been significant. While major <br />employers in the community account have decreased their employment substantially, smalier <br />emerging firms are growing and empioy nearly 10,000 persons. <br />The most recent retail sales data indicates the City of Roseville is continuing to be one of the <br />major retailing centers of the mecropolitan area. Retail sales within the city have had a 9.4% <br />compounded growth over the past 10 years. This rate is more than one and one half times greater <br />than the retail sales growth in the state as a whole. <br />The location of the City and the communiry emphasis on economic growth indicates a strong <br />potential for the City to continue to be a viable part of the Twin City metropolitan area for peopie <br />to live and work. <br />� <br />
