Those issues are <br /> not going to improve without intervention. Doing the study will help determine <br /> whether there are other solutions or whether this is the most cost-effective solu- <br /> tion. He also noted that MN-DOT will be paying for over the half the study. <br /> Councilmember McGehee stated she will be happy to look at this, if it is not just <br /> adding a third lane. She would also like study of the existing wetland in the SE <br /> corner. <br /> Councilmember Laliberte expressed support for the study if it is truly a mini- <br /> corridor study and other existing issues will be addressed. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> McGehee moved, Etten seconded, approval of the Professional Services Agree- <br /> ment with SRF Consulting Group for the Snelling Ave Alternative Review study <br /> in the amount of$19,750 (Attachment B). <br /> Council Discussion <br /> Mayor Roe noted there are regulations in effect regarding the wetland. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br /> 7. Business Items <br /> a. Rice Creek Watershed District Basic Water Management Petition Update <br /> City Engineer Freihammer briefly highlighted this item as detailed in the RCA <br /> and related attachments dated June 4, 2018. <br /> Kyle Axtell, Rice Creek Watershed District, noted he has not talked to the Coun- <br /> cil about this particular issue in about four years. He recalled the 2011 flood <br /> event which initiated this process. In 2013, New Brighton and St. Anthony peti- <br /> tioned the Watershed District to undertake a basic water management project, <br /> looking at a comprehensive integrative approach to storm water management. <br /> Roseville later joined the project, and there has been a strong partnership. He <br /> then reviewed phase 1 and looked ahead to phases 2, 3, and 4. He pointed out the <br /> scope of tasks, noting the Watershed District will continue to work closely with <br /> City staff. <br /> Mr. Axtell pointed out the list of projects from the phase 1 report that Watershed <br /> District staff will be looking at. The feasibility work will take about a year, in the <br />
