Snelling Ave Alternative Review Study Professional Services Contract At the request of Councilmember McGehee, City Manager Trudgeon briefly high- lighted this item as detailed in the Request for Council Action (RCA) and related attachments dated June 4, 2018. Councilmember McGehee commented she has talked to Public Works Director Culver about this several times already. She expressed concern because this is not part of a master plan. Residents would like to cross Snelling on foot safely, and this will not help that happen. This $19,000 is yet another expenditure not budg- eted for. This is a misuse of funds. There was no plan to put this forward. She realizes that Mr. Culver likes roads, but she is not on the side of more roads as there is already enough traffic. This $19,000 should be spent on a planning pro- cess for what the residents are actually asking for. She suggested delaying this study since there is no plan. She does not know why this is happening right now. Councilmember Laliberte noted she wanted this item removed as well, because the Council discussed this originally in the context of the work being done on 35W. She also realizes the City does not want to be a through-fare to Rice Creek Commons when that is built. There is also an issue with County Road C in terms of traffic and safety. She would welcome a conversation about that particular area in general. Councilmember Etten asked Public Works Director Culver to address what this study is intended to look at. Public Works Director Culver stated part of this study is to address some of MN- DOT's concerns, and to also look at the larger picture. He considers this a mini- corridor study to ensure the right thing is being done. The City did apply for fed- eral funding. Staff still has not identified a private party development to help fund the cost participation of this. There is some time, given that this project is slated for 2021 to ensure the right thing is being done. This study will answer the questions of the Council and will help deliver the best project. Councilmember Etten concurred this study will help look at different instruments and what other parties need to be involved. Mayor Roe concurred part of the point of looking at the additional lane in the north bound was to address rush hour concerns, which affect the ability to get across Snelling.
