Update on 2017 Year-End Cash Reserves <br /> Finance Director Miller highlighted this item as detailed in the RCA and related <br /> attachments dated June 4, 2018. He noted there are a number of areas with a <br /> planned spend-down in 2018. If those planned spend-downs happen, there will be <br /> something considerably less than the current $1.6 million above the low target re- <br /> serve levels. He pointed out areas in which attention will need to be paid to the <br /> long-term funding sources paying for the long-term CIP needs. Building re- <br /> placement, pathways and parking lot maintenance as well as some water and sew- <br /> er funds will need attention. Possible water and sewer rate increases may be nec- <br /> essary for 2018/2019. Fantastic progress has been made in funding the CIP long- <br /> term,but there is more work to do. <br /> In response to a question by Mayor Roe, Finance Director Miller explained this <br /> report shows the current picture without any already-planned corrective measures. <br /> In July, the council will look at what things look like with new assumptions, and <br /> things will look much more favorable. He reiterated all that will be discussed in <br /> July. <br /> Councilmember Laliberte commented this will be a good discussion in July. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> d. Public Hearing for an On-Sale Liquor License <br /> Finance Director Miller briefly reviewed this request, recommending approval as <br /> detailed in the RCA dated June 11, 2018. He noted that late Friday, staff received <br /> word that the business name will be changed to Revolution Hall. <br /> Kevin Craza, Director of Operations for CM Rosedale, explained the new two- <br /> story restaurant concept entitled Revolution Hall which will include 12 different <br /> restaurant outlets. <br /> Mayor Roe asked whether the applicant is aware of Roseville's training require- <br /> ments associated with liquor licensing requirement and whether the applicant <br /> plans to follow those requirements. <br /> Mr. Craza responded affirmatively. <br /> Mr. Craza added that the mall is not open until 2 a.m., but there will be outside <br /> access to Revolution Hall. <br /> Mayor Roe reviewed public hearing protocol and opened and closed the public <br /> hearing at approximately 7:03 p.m. for the purpose of receiving public input on <br /> the above-referenced Liquor License; with no one appearing for or against. <br />
