Consider Approval of Administration Department Reorganization <br /> City Manager Trudgeon briefly reviewed this request, recommending approval as <br /> detailed in the RCA dated June 18, 2018. In the proposed re-organization of the <br /> Administration department, the Human Resources Manager position will be elim- <br /> inated and three new job descriptions will be created. There will continue to be 8 <br /> persons within the Administration department,but the FTE will be increased from <br /> 7.5 to 8. This proposed restructure will help train and retain high quality people, <br /> lessen the City's risk, and improve staff's ability to meet the needs of residents <br /> and businesses. The best approach is to reallocate existing resources in a more ef- <br /> ficient way that will allow staff to have a wider breadth of HR services than staff <br /> is currently able to have. This is not a reflection on the current HR manager. This <br /> reorganization is focused on what is best for the overall organization. The HR <br /> manager has done an admirable job, given the resources she has had. She will re- <br /> ceive a severance package and has a letter of recommendation for future employ- <br /> ment. He pointed out the specific changes as outlined in the packet. This type of <br /> process implemented over six months would lead to uncertainty on the staff, so it <br /> would be better to implement immediately. <br /> Councilmember McGehee asked about moving licensing from Finance into Ad- <br /> ministration. <br /> City Manager Trudgeon responded that oftentimes the licensing functions ema- <br /> nates from the City Clerk office. Right now, he serves as the City Clerk. Years <br /> ago, since the City did not have a City Clerk on staff, Finance had taken over the <br /> licensing. The typical model is to have that position on the Administration side in <br /> a Clerk position. This is an important position, but right now the licensing duties <br /> require only about 1 or 2 hours a week. <br /> Councilmember McGehee asked about carrying forward the HR functions before <br /> and until a new generalist comes on board and understands this culture and this <br /> system. <br /> City Manager Trudgeon responded this proposed change means a lot more busy- <br /> ness for everyone on staff in the interim. Several alternatives were considered, <br /> but that just becomes cost-prohibitive. The answer is not just to add bodies. Re- <br /> organizing using existing dollars can be done in a much better way that will meet <br /> needs for the time being and into the future. <br /> Councilmember McGehee asked who amongst the positions left on the chart is <br /> trained and qualified in HR, has experience, and has an HR degree. <br /> City Manager Trudgeon responded several people have HR experience, including <br /> the department assistant, the Assistant City Manager, and himself. That base, plus <br /> the HR generalist position, will provide the necessary HR services. <br />
