Regular City Council Meeting Monday,June 18, 2018 Page 11 Mayor Roe asked what the City is prepared to do. Building Official Englund responded that two panels would be installed along with the completion of the missing fence section in the back yard. Councilmember McGehee wondered if doing the minimum on the fence is a good plan. This is taking an awful lot of staff time. Building Official Englund estimated that it would cost approximately$600 for the dumpster and $2,000 for the labor of removing the entire fence, if that course of action was taken. Councilmember Etten asked what would trigger that to happen. Mayor Roe suggested authorizing abatement up to and including removal, at the discretion of the Building Official. Roe moved, McGehee seconded, directing Community Development staff to abate the public nuisance violations at 1693 Ridgewood Ln N by hiring a contrac- tor to repair or remove the fence, while working with the property owner to com- pete the work by July 2°d, and to issue an administrative fine for failure to register property as a rental of 1-4 units Council Discussion Councilmember Laliberte stated it is hard to tell whether there are enough boards to replace and put up. Building Official Englund stated his opinion is to proceed with installing the new boards, and nothing would be done to existing boards. City Attorney Gaughan clarified that it is appropriate to remember the Council's authority revolves around abating public nuisances, and the trigger is whether the fence repair can be accomplished or not. The Council is not here to clean up aes- thetics. The trigger is whether repair is possible. If not, abatement by removal is appropriate. Mayor Roe offered an opportunity for public comment, with no one coming for- ward. Roll Call Ayes: Laliberte, McGehee, Willmus, Etten and Roe. Nays: None.
