One or two tobac- co retailers in town also submitted comments. Willmus moved, McGehee seconded, enactment of Ordinance No. 1555 (Attach- ment A), entitled "An Ordinance Amending Title 3, Chapter 306, Cigarette and Tobacco Products." Council Discussion Councilmember Willmus thanked all the young people for speaking on behalf of the ordinance tonight. He recalled that he recently had two kids graduate from Roseville Area Schools, and as such he heard many stories about students e- vaping. Back in November, he asked the Council to consider taking action on this. It is one of the things that hits home and is the right thing to do. The fiscal implications of the tobacco usage are also an issue, as noted by Dr. Claven. The issue is to prevent younger kids from starting. Councilmember McGehee echoed Councilmember Willmus' remarks. She has a daughter who graduated from Roseville Area High School who has never smoked, but her mother died from cancer of the throat. She has other family members who smoke, and because of all the second-hand smoke, she has asthma. She smoked from 12 to 21 and has not smoked since. Raising the bar of the minimum age to purchase tobacco is very significant. She hopes at some point there will be some serious effort statewide to do something about vaping and the flavored products. They are unregulated and contain even more of the addictive substances than the cigarettes themselves. She was heartened to have so many young people speak tonight. Councilmember Etten expressed support for the ordinance. As a teacher, he un- derstands the problem in the classroom. Though this will not eliminate teen smoking, this is a great tool to help reduce it. Councilmember Laliberte stated she also has a son who graduated from a local high school not long ago, so she saw repeatedly saw pictures of vaping and the various e-cigarette contraptions. This ordinance reduces the availability of tobac- co in the schools by making it harder to contact an older friend who can buy the tobacco. She hopes this ordinance change will save lives. However, while past- ing this ordinance is great, there is a lot of other work that has to be done. This is not the final solution to the problem. Three of the neighboring cities have taken this action,but others have not. These products can also be bought online. She strongly believes this has to be taken up at the State level. Mayor Roe expressed support for the motion as well. He likes providing more separation between the legal age to purchase and the age of people who can take
