Attachment A <br /> HRIEC Working Strategy Proposal <br /> Introduction: <br /> The Roseville City Council formed the Human Rights, Inclusion and Engagement Commission <br /> (HRIEC) and outlined three primary duties for the commission: <br /> 1) Evaluate the City's outreach efforts. <br /> 2) Advise the City Council on strategies to improve outreach and communication and <br /> increase engagement. <br /> 3) Engage residents and businesses through City Council-approved programs, events and <br /> projects that support the commissions purpose. <br /> Over the past year, a lot of effort has gone into making the commission function effectively and <br /> efficiently. The reality, however, is that the commission struggled to put in place a workplan <br /> that would enable it to fulfill its duties. <br /> This proposal outlines a proposed workplan for the City Council to consider, and hopefully, <br /> approve. <br /> Workplan and Approach: <br /> The HRIEC proposes two parallel strategies that will: <br /> 1) Evaluate current engagement efforts and establish engagement and inclusion best <br /> practices that are tailored to Roseville. <br /> 2) Identify specific communities, historically under-represented/marginalized in Roseville, <br /> and build relationships with community members. <br /> The first strategy will require the commission to understand the demographic make-up of the <br /> city. The Roseville 2040 Comprehensive plan provides an in-depth community profile which <br /> details information related to the people who live in the community and profiles past and <br /> future growth trends. This information will allow the commission to recommend strategies and <br /> engagement tactics that are specific to the City of Roseville and our populations. <br /> In addition to understanding the demographic make-up of the community, it will also be <br /> important to learn what community engagement currently looks like, what has worked well in <br /> the past, what could be done better, and what groups are/aren't being engaged. To capture <br /> this information a survey of city departments and interviews with key staff would be <br /> conducted.The survey would include the following questions: <br /> 1. How do you interact with the community? <br /> a. What is the demographic profile of the groups you currently engage with? <br /> b. What groups are missing from you engagement efforts? <br /> 2. How would you like to engage or interact with the community? <br /> 3. How have you successfully engaged the community? <br />
