That the video has made rounds on social media. He noted that the role of <br /> 188 the Commission is to evaluate the situation and advise the Council. <br /> 189 <br /> 190 Chair Holub commented she sees parallels between what happened and an incident <br /> 191 that occurred in the community last year regarding racial profiling in a local business. <br /> 192 Part of the discussion last time concerned that it may not be the Commission's role to <br /> 193 respond to a particular situation, because that is not within the ordinance. But the <br /> 194 Commission's role is to provide broader recommendations as to how the City can <br /> 195 address the issue at large and prevent something like it from happening again. She <br /> 196 noted that training materials in racial profiling have been discussed in the past. <br /> 197 <br /> 198 Commissioner Manke noted that unless a Commissioner has a background in law <br /> 199 enforcement or has family in law enforcement, the HRIEC is unequipped to address <br /> 200 these issues. Things can be taken out of context in social media. <br /> 201 <br /> 202 Commissioner Eichenlaub stated he understands the PD has a version of events, and <br /> 203 the person who released the video may or may not have had an agenda. In this <br /> 204 situation, there is question about the possible spinal injury of the man being arrested. <br /> 205 The Police seemed not to hear or respond to that piece of information and appeared <br /> 206 not to act on it. He agreed he does not have a background in law enforcement, but <br /> 207 that does not preclude him from saying anything about the incident. <br /> 208 <br /> 209 Assistant City Manager Olson reminded the Commission to remain cognizant of the <br /> 210 role it has been tasked with by the Council. <br /> 211 <br /> 212 Chair Holub concurred, noting that the Commissioners are still processing what has <br /> 213 happened, and there may be some level of raw emotion. <br /> 214 <br /> 215 Commissioner Beltmann stated that as a Commissioner, she would like the City to <br /> 216 consider the language and tone of the police report that was issued. As a member of <br /> 217 the community, she felt it was somewhat canned and condescending. <br /> 218 <br /> 219 Commissioner Djevi commented he saw the video on Facebook and he watched it <br /> 220 two weeks after he had gone on a ride-along with one of the police officers. He was <br /> 221 disappointed. He expected the guy to be treated with more humanity. He also <br /> 222 commented on the silence from the elected officials. The City keeps talking about <br /> 223 wanting to be inclusive, but when things like the incident happen, everyone is silent. <br /> 224 The Council will have to determine if this statement of engagement ad inclusion <br /> 225 means something to them. There are things that could be done as a group. On March <br />
