Human Rights, Inclusion and Engagement Commission Minutes <br /> June 20, 2018 —Draft Minutes <br /> Page 6 of 7 <br /> 226 14th, there was a presentation of Imagine Roseville data collected in 2017. He was <br /> 227 present and believes there were many unanswered questions. He asked whether there <br /> 228 is any next step for Imagine Roseville to get at the findings from the data collection. <br /> 229 <br /> 230 Assistant City Manager Olson recalled the Council wants to have a discussion <br /> 231 themselves on Imagine Roseville that sets the parameters of what they would like <br /> 232 from the HREIC. <br /> 233 <br /> 234 Commissioner Subramanian noted that a posted video can only show partial <br /> 235 information; it does not show the full view. He suggested getting some kind of a <br /> 236 recommendation on how to communicate to the public so it is less offensive. <br /> 237 <br /> 238 Commissioner Djevi commented he has had a meeting with the Police Chief, and he <br /> 239 truly wants to make things better. He believes efforts should be made to improve <br /> 240 relationships between the PD and the community. This Commission has an <br /> 241 opportunity to work with the Police to facilitate that relationship. <br /> 242 <br /> 243 Commissioner Manke stated if someone chooses to disregard a law, everyone knows <br /> 244 there are consequences. She questioned why someone would continue on when asked <br /> 245 by a police officer to stop. <br /> 246 <br /> 247 Commissioner Beltmann cautioned that this conversation may be better had outside <br /> 248 the parameters of this Commission. She noted there is a larger historical context as <br /> 249 well. <br /> 250 <br /> 251 Commissioner Hansel commented on mental health issues. She suggested the <br /> 252 Council re-consider implementing a mental health liaison. <br /> 253 <br /> 254 Commissioner Djevi stated he has talked with the Police Chief about that very issue <br /> 255 some time ago. He urged the Commission to seize the moment to work with the PD <br /> 256 on community relations. <br /> 257 <br /> 258 Commissioner Peterson agreed with Chair Holub's previous comments that the <br /> 259 Commission's work on racial profiling should not be overlooked. That <br /> 260 Commission's work on racial profiling also applies to this particular incident. <br /> 261 <br /> 262 The Commission discussed bringing in the Police Chief to discuss community <br /> 263 engagement and building community relations with the HRIEC. <br /> 264 <br /> 265 It was decided that Chair Holub will create a template which Commissioners can use <br /> 266 to create questions to discuss with the Police Chief. Once this additional research is <br /> 267 done, the Police Chief will be invited to attend a future HRIEC meeting, wherein the <br /> 268 questions will be discussed and a conversation will be had regarding building mutual <br /> 269 respect for the PD and the community. <br /> 270 <br />
