Grants will be awarded on a competitive basis to metropolitan area communities. The Council requires <br />the grantee to provide at least 100% match to the dollars requested. It is expected that only one (1) <br />project will be awarded the grant of $500,000. <br />If a project is awarded this grant, the proposer will be required to enter into either an interagency <br />agreement or contractual arrangement with MCES. This agreement will contain provisions relative to <br />responsibilities as outlined in this Request for Proposal (RFP). <br />PROPOSALS MUST BE RECEIVED NO LATER THAN August 31, 2018. <br />All questions should be directed to Marcus Bush by email at i.i@metc.state.mn.us or by phone at 651- <br />602-1166. <br />Proposal Process <br />• Applicants must be communities located in the seven -county metropolitan area that discharge <br />wastewater to the Metropolitan Disposal System (MDS) and pay a Municipal Wastewater <br />Charge (MWC) to the Council. <br />• Applicants have six weeks to submit grant applications. <br />• Metropolitan Council will notify applicants of grant award on or before September 31, 2018. <br />• The successful applicant will be required to submit detailed project work plans and budgets <br />which will be included as exhibits in the standard grant agreements. <br />• The Council encourages all successful applicants to solicit and include Metropolitan Council <br />Underutilized Businesses (MCUB) firms in grant funded activities that MCUB firms can perform. <br />The Council will require grantees to report on the results of these efforts. A list of MCUB firms is <br />available on the Council's website. <br />• No project expenses incurred before agreement execution will be eligible for reimbursement by <br />the Metropolitan Council. <br />• No payments will be made that would cause total compensation to exceed the total grant <br />amount. <br />Proposal Format <br />All Proposals shall contain concise written material and illustrations, if needed. Legibility, clarity, and <br />completeness are essential. All submittals must use 8-1/2" by 11" portrait format but may be <br />supplemented using 8-1/2" by 11" landscape or 11" by 17" illustrations. Twelve -point font shall be used. <br />All submittals must have the following tabbed headings and be limited to the length indicated: <br />• Proposal Transmittal Letter, including <br />o Community name <br />o Designated project representative <br />o Contact information <br />o Expected project cost <br />o Requested grant amount <br />• Value of the Project (3 -page maximum) <br />• Ability to Complete and Manage the Project (2 -page maximum) <br />• Age of Housing (1 -page maximum) <br />• Financial Need (1 -page maximum) <br />Page - 2 1 July 9, 2018 1 METROPOLITAN COUNCIL <br />
