RegularCity Council Meeting <br />Monday, June 18, 2018 <br />Page8 <br />CouncilmemberMcGeheeaskedaboutupdatingthepublictreemasterplanto <br />increase the listing of acceptable species to plant. <br />ParksandRecreationDirectorBrokkenotedthePublicTreemasterplanhasnot <br />beenupdatedatthispoint.Partofthedifficultyisgettingthetreesthat <br />Department of Natural Resources supports. <br />CommissionerBaggenstosssummarizedtheCouncilsinterestforplacingthe <br />OVALonthelegislativedocketforbonding.ThePRCishappytohelpinany <br />waypossible,thoughthePRCwillcontinuetoneedguidancefromtheCouncil. <br />Todate,theCommissionhashadsomebriefingsaboutthehistoryoftheOVAL, <br />howithasbeenbuilt,andhowithasgottencapitalimprovementovertheyears. <br />TheCommissionhasreviewedtheCouncilslegislativepriorities.The <br />assessmentfortheOVALisongoingandisbeingperformedbytheoriginal <br />engineer.ThatwillbeincorporatedintotheCIP.Thebondingwillcomeupin <br />the2020session,sothelanguagehastobedonebyearly2019soitcanbe <br />submitted for 2020. <br />CouncilmemberMcGeheerecalledthatGuidantpreviouslyprovidedtheOVAL <br />with funding. She asked whether they can be approached again. <br />CommissionerBaggenstossnotedGuidantnolongerexists,sosomeoneelse <br />would have to be approached. It is a possibility to consider. <br />MayorRoenotedtheoriginalendowmentinvolvedamatchingsituationand <br />possible restrictions on other naming rights as a condition of that endowment. <br />ParksandRecreationDirectorBrokkerecalledthereissomeflexibility.Ifthereis <br />acorporatesponsororsomeoneinterested,staffisinterestedinlearningmore.It <br />wasoriginallyamatchingsituation.ThedollarsarewiththeFriendsofthe <br />OVAL Foundation, and they have bylaws and restrictions. <br />CouncilmemberMcGeheecommentedthatoneoftheissuesisthiswasafacility <br />developedincollaborationwiththeState.Itisaregionaldrawand,onmany <br />levels,aninternationaldraw.Thatissomethingthatneedstobekeptonthe <br />forefrontwhenlookingtothelegislaturefordollars.ItisnotsimplyaRoseville <br />venue; it has a much broader reach. <br />ChairOBrienindicatedthathasbeenpartofPRCsdiscussionsalready,asitisa <br />regional facility. <br />CouncilmemberEttenconcurredwiththecommentssofar.Heobservedthat <br />duringopenskatetimeattheOVAL,thereareletterjacketsfrom10-15different <br />schools.Thatmightbeacasualtimetoencouragepeopletocontacttheir <br />legislators in support of bonding for the OVAL. <br />48 <br /> <br />
