This City and its Commissions and the School Districts are <br /> struggling with how to get people to engage and how to include everyone. He be- <br /> lieves the City did a better job this time, and the PC was a part of that. But the <br /> City is unable at this point to reach everyone it would hope to reach. <br /> Member Groff stated he used to serve on the HRIEC. Efforts like holding meet- <br /> ings in different areas of the City and providing visual aids were helpful. <br /> Councilmember Willmus commented that going forward, he would like to discuss <br /> how the Council be more proactive and have the PC more directly involved in the <br /> Rice Street-Larpenteur initiative. There are other municipalities involved, so he <br /> wants to go beyond just Roseville with this. There is a collaborative process set <br /> up, but perhaps members of Maplewood's PC can be included in addition to Ro- <br /> seville's PC. <br /> Councilmember Etten commented the next step is to create an alliance, and the <br /> makeup for that alliance has the opportunity for elected officials, City staff, busi- <br /> ness owners, and residents from the area to be included. It is important to keep a <br /> member from the PC from each area as part of the process. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 6:57 p.m., and reconvened at approximately <br /> 6:58 p.m. <br /> b. Adopt the Rice St.-Larpenteur Ave.Vision Plan <br /> Community Development Director Collins briefly highlighted this item as de- <br /> tailed in the RCA and related attachments dated July 23, 2018. The Rice- <br /> Larpenteur Vision Plan is the conclusion of a year of research and input-gathering <br /> from the stakeholders and communities of Roseville, Maplewood, St. Paul, and <br /> Ramsey County. Three stakeholder groups, in partnership with the community, <br /> helped guide the direction of the plan: <br /> • Project Management Team (PMT). Planning/Community Development <br /> staff from each community worked with Perkins + Will to ensure adequate <br /> coverage in their jurisdiction, provide data/information, and help the con- <br /> sultants to better understand the existing conditions within each communi- <br /> ty. <br /> • Community Advisory Group (CAG) Resident and business stakehold- <br /> ers, as well as a member from each community's Planning Commission, <br /> were appointed by the Gateway Planning Committee (GPC) to serve on <br /> the CAG. <br /> • Gateway Planning Committee (GPC) The GPC included staff and elect- <br /> ed leaders from each community, and representation from Ramsey County <br /> economic development and public works.
