447 <br />of vehicles not being moved during snow events, resulting in snow removal <br />448 <br />challenges. <br />449 <br />450 <br />Mr. Culver noted the current City Code, Chapter 602.09, restricts parking "on any <br />451 <br />street for a period of 48 hours commencing immediately after any two inches or <br />452 <br />more continuous snowfall or until snow removal has been completed on any street, <br />453 <br />whichever occurs first." He stated the meeting packet included the February 9, <br />454 <br />2018 edition of "One Chief's Perspective" in which Roseville Police Chief Rick <br />455 <br />Mathwig details the Police Department's practice and procedure for enforcing the <br />456 <br />"snowbird" parking regulation and gives examples of when they did and did not <br />457 <br />issue citations this past winter season. dw <br />458 <br />459 <br />Mr. Culver explained this topic was last discussed by the City Council in April of <br />460 <br />2007 when they considered some requests for additional parking restrictions <br />461 <br />including seasonal overnight parking restrictions but made no changes to the policy <br />462 <br />at that time. <br />463 <br />464 <br />Mr. Culver stated staff published a small article in the most recent City Newsletter <br />465 <br />soliciting feedback from residents on this topic. Several comments were received <br />466 <br />and have been included in the meeting packet. <br />467 <br />468 <br />Mr. Culver stated one of concerns brought up with this is that there are several areas <br />469 <br />within the City that have high density apartment building complexes with a <br />470 <br />significant amount of on -street parking surrounding those developments. They also <br />471 <br />need to recognize the fact that these apartment buildings generally serve a lower <br />472 <br />income population and demographic so there also might be an equity issue in trying <br />473 <br />to implement a change in the parking restrictions. <br />474 <br />475 <br />Mr. Culver stated if they are going to do this for the 2018-2019 season, the City <br />476 <br />Council will need to discuss and implement in September so there is time for <br />477 <br />outreach and communication on the changes. <br />478 <br />479 <br />Member Joyce thought that any snow event could require snow removal, so all <br />480 <br />vehicles should be off the streets. He asked whether there is any responsibility of <br />481 <br />the apartment building owners to provide parking. Mr. Culver replied there is and <br />482 <br />when apartment buildings are constructed, they must meet code for a certain <br />483 <br />number of parking spaces per apartment building. The only exception has been <br />484 <br />with Sierra Green where they were allowed to use on -street parking as part of their <br />485 <br />approval parking. That would be one area staff knows for sure would be <br />486 <br />problematic in providing parking. <br />487 <br />488 <br />Member Kors stated he has lived in Minneapolis and St. Paul and this, by far, is the <br />489 <br />easiest rule to understand. Member Joyce indicated the police is also forgiving and <br />490 <br />he has not seen anyone tagged. Mr. Culver stated a lot of the comments from <br />491 <br />residents are that it would work better if it was enforced better. He stated there is <br />492 <br />a comment by Roseville Police regarding this, noting the Chief did a good job in <br />Page 11 of 16 <br />
