Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: August 28, 2018 Item No: 5 <br />Item Description: Review of Community Solar Garden Subscription and On Campus <br />Solar Options <br />Background: <br />At their July meeting, the PWET Commission received a presentation from iDeal Energies about <br />their proposal for on campus solar installations on various buildings on the Civic Campus. We <br />will review those proposals and ask the Commission for a recommendation to bring to Council <br />likely on September 10"'. <br />The rooftop installations are shown to maximize savings given our usable space and building <br />energy consumption. The economics included in the proposals show the revenue and costs <br />associated with the arrays over a 40 year timeframe, with a buyout option at year 18. <br />The City would sign a Power Purchase Agreement (PPA) with iDeal Energies for the solar <br />arrays. There would be no cash required upfront, and all operations and maintenance would be <br />fulfilled under the PPA by the financer/developer. After the City exercised the buyout option, <br />then the City would receive all the energy produced and would assume operation and <br />maintenance. <br />The ground mount system is shown as an Xcel Energy Solar Rewards. The Solar Rewards <br />provides incentives to customers who install grid connected arrays. Xcel would purchase the <br />power at a predetermined value, and would include a future escalator. The City has the option to <br />purchase the system at year 13. The Solar Rewards option could be applied to any rooftop <br />option, with a maximum array size of 40kW. <br />Attached is updated information on the proposed financing and power purchase agreements for <br />the proposed installations. At this time, given the timing for the roof replacement on the skating <br />center, we are only looking at City Hall, the Fire Station, and the newer roof portion of the <br />Maintenance Facility. The City Hall option would include a ground mount Solar Rewards system <br />installed on the slope between City Hall and County Road C. <br />Staff will also review the Community Solar Garden Subscription Agreement Council authorized <br />at their August 13"' meeting. The information presented to Council with details on the <br />Subscription Agreement is attached as Attachment A. <br />
