Pedestrian bridges are generally very costly and given 232 ADA requirements, there has been some discussion about establishing some 233 pedestrian crossing across Snelling south of Hwy 36. The feasibility of that is 234 challenging given current rights of way and the frontage roads there, that would be 235 a challenging thing to do. Met Council I&I Grant Program Application 244 Civil Engineer Luke Sandstrom explained the Metropolitan Council Environmental 245 Services (MCES) is currently requesting proposals of the Inflow and Infiltration 246 (I&I) Demonstration Program Grant. The focus of the grant is on projects that 247 demonstrate the effectiveness of I&I rehabilitation techniques that focus on 248 reduction of I&I from private infrastructure, namely sewer service laterals that 249 connect homes and businesses to the municipal sewer systems and improperly 250 connected sump pumps. 251 252 Mr. Sandstrom noted one large requirement of this grant is the ability of the 253 recipient to provide pre -rehabilitation and post -rehabilitation monitoring to 254 quantify and document the achieved flow reduction. City staff has been 255 documenting sewer flows throughout the City for two years now and has the 256 equipment to complete pre -rehabilitation and post -rehabilitation monitoring. 257 258 Mr. Sandstrom stated staff believes a sanitary sewer service lining project in the 259 City of Roseville would meet all the requirements and be a good candidate for this 260 grant program, which is for up to $500,000 and requires a 100% match from the 261 grantee. 262 Page 6 of 16
