City of
IP4SL LLL
Minnesota,USA
Regular City Council Meeting Minutes
City Hall Council Chambers, 2660 Civic Center Drive
Monday, August 27, 2018
1. Roll Call
Mayor Roe called the meeting to order at approximately 6:00 p.m. Voting and Seating
Order: Willmus, Laliberte, Etten, McGehee, and Roe. City Manager Patrick Trudgeon
and City Attorney Mark Gaughan were also present.
2. Pledge of Allegiance
3. Approve Agenda
Willmus moved, Etten seconded, approval of the agenda as presented.
Roll Call
Ayes: Willmus, Laliberte, Etten, McGehee and Roe.
Nays: None.
4. Public Comment
Mayor Roe called for public comment by members of the audience on any non-agenda
items.
Steve Olson, 1865 Eldridge Avenue West
Mr. Olson stated over the last two weeks Corpus Christi Church has constructed a solar
energy farm in the space between the church and his property and the property to the
neighbors to the west. The solar energy farm is 150 by 150 feet and stands 10 to 15 feet
tall. There are four rows of solar panels and is surrounded by a four-foot chain link
fence. He indicated they did not have any notice of this and there is no reason why the
church couldn't have placed the solar panels on the roof This significantly affects their
property values, he was not aware of this being done anywhere else, and he felt this sets a
dangerous precedent because churches have, for a variety of reasons, need to generate
more income. But the church is using their property for what is essentially a commercial
purpose because the area of these panels is vastly more than what the church needs for its
own energy production. He noted he was not opposed to solar energy, but they would not
be allowed to build a gas station, farm the land, put buildings there, and generate money
for the church at the expense of the community. He was raising this as a comment and
was open to any comments the Council has.
Mayor Roe stated at this point he was not sure the Council had much to comment about
this because Mr. Olson was bringing this to their attention. He noted staff will look into
this and follow up with Mr. Olson.
Councilmember McGehee confirmed she would also second looking into this because she
had spoken to the City Manager a while back when the church had proposed to put a cell
