Human Rights, Inclusion and Engagement Commission Minutes <br /> June 7, 2018 —Draft Minutes <br /> Page 2 of 4 <br /> 47 <br /> 48 Commissioner Beltmann suggested the following: <br /> 49 • Look at demographics of the City (which is already included in the 2040 <br /> 50 Comp Plan); <br /> 51 • Survey City departments and key staff members to ask what they are <br /> 52 already doing in terms of engagement, where they see a need for <br /> 53 assistance/input, who they feel is missing from the conversation; <br /> 54 • Create a matrix, or plan that can be used by the City that can be used in the <br /> 55 planning process; <br /> 56 • Assessment tools —Nexus Community Partners has a tool that focuses on <br /> 57 engagement, specifically the Impacts of Community Engagement Model; <br /> 58 • Resources —specifically, webinar for inclusive engagement. <br /> 59 <br /> 60 Commissioner Djevi gave an overview of his proposal for the joint Council meeting: <br /> 61 • Clarify the HRIEC is not trying to take over the function the City Council <br /> 62 has; the Commission is here to serve, help City departments to do better <br /> 63 with their goal of reaching out to those who have not been reached. <br /> 64 • The HRIEC is not going to do anything the Council is not in agreement <br /> 65 with. <br /> 66 • The goal is to establish a definition of community engagement and think <br /> 67 about how the City gets in the community, receives input from the <br /> 68 community, so that their input is at the forefront of anything that is done. <br /> 69 He asked how to ensure the HRIEC serves as a liaison between what the <br /> 70 community wants and what the City government wants. <br /> 71 • Benefit to engagement—if people buy in, they are more likely to <br /> 72 cooperate. Resolving and minimizing conflict is a benefit of engagement <br /> 73 also. <br /> 74 • Proposal: <br /> 75 o Look at specific programs the City has that they want to <br /> 76 implement. The HRIEC can be the liaison prior to the <br /> 77 implementation (for major projects) and reach out to the <br /> 78 community. The HRIEC can do the ground work, work with <br /> 79 volunteer services, and if there are subjects that need to be <br /> 80 discussed, they assist with arranging that dialogue. Immigrant <br /> 81 communities require more time to understand what is at stake <br /> 82 when faced with a specific project. There needs to be enough time <br /> 83 for the preparatory work prior to the City moving forward. <br /> 84 o He suggested going in to the community and trying to figure out <br /> 85 what issues they have that the City is not aware of and coming up <br /> 86 with strategies and new programs/strategies to propose to Council. <br /> 87 <br /> 88 Commissioner Beltmann suggested a handbook or guide would be very helpful to help <br /> 89 the City in engagement going forward.
