Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: September 25, 2018 Item No: 7 <br />Item Description: Organics Drop Off Location Discussion <br />Background: <br />In January of 2018 the PWET Commission considered options for an organics drop off site. The <br />Commission reviewed recent research and recommendations from a University of Minnesota <br />Capstone Project (Attachment A). We are asking the Commission to revisit this issue and <br />provide a formal recommendation given feedback from the Parks and Recreation Department <br />and Commission as well as the recent City of Roseville Community Survey. <br />Attached are results of the Community Survey and PowerPoint slides summarizing the data. <br />Note there were questions related to overall Recycling, Organized Collection and Organics <br />Recycling. Staff has attached all documents for your reference although we are only focusing on <br />the Organics Collection at this time. <br />TEXT FROM THE JANUARY 23, 2018 PWET COMMISSION AGENDA ITEM: <br />According to a recent Minnesota Pollution Control Agency (MPCA) Waste Characterization <br />study, over one-third of what is being thrown in the trash is organic material, 17% alone is <br />specifically food waste. It is important to keep organics out of the waste stream because in a <br />landfill, organic materials degrade without oxygen, resulting in methane production. Fortunately, <br />organics can be diverted from a landfill or incinerator through an organics recycling program. <br />Roseville does not currently have a drop off location within the City, but residents have the <br />option to divert organics from the landfill by going to a Ramsey County Yard Waste Site. The <br />most used location by Roseville residents is the Midway site off Pierce Butler Route. <br />Other Metro Counties and cities, including Hennepin, Carver, Ramsey, Minneapolis, and St. Paul <br />have one or more organics drop off location. The cities of Maplewood and White Bear Lake are <br />also looking at creating a drop off location in the coming months. <br />University of Minnesota students from the Environmental Science, Policy, and Management <br />major taking the Problem Solving for Environmental Change (ESPM 4041W) class partnered <br />with the City of Roseville to complete a thorough look at three possible locations for a drop off <br />site. The sites included the Leaf Recycling Center, the Dale Street Soccer Fields, and the <br />Victoria Ballfields. <br />
