Regular City Council Meeting <br /> Monday, September 17, 2018 <br /> Page 24 <br /> Councilmember McGehee stated based on their experience and knowledge of the <br /> panels and ability to measure them, she would ask if the Council can rely on the <br /> figures presented. <br /> Mr. Psihos stated the Council could. He indicated he could share with the Coun- <br /> cil the amount of energy the City expects to get out of the panels and the utility <br /> rates being charged at this time. He could also discuss historical changes of ener- <br /> gy charges with the Council if the Council would like. Staff does use those num- <br /> bers to calculate what the outcome should be. <br /> Mr. Ragatz continued with his presentation to the Council. <br /> Mr. Culver noted many of the tax credits on solar products are scheduled to sunset <br /> by 2022. He stated the City does not want to rush into a decision, but the Council <br /> also wants to keep in mind that the longer the City waits the lower the incentives <br /> will be. At some point, the City will probably be spending more money to fi- <br /> nance this than the City would be paying Xcel for the energy. <br /> Mr. Psihos stated he did not want to rush the Council but the time to do this is <br /> now because the rebates and incentives will be dwindling over time. <br /> Mayor Roe stated in the presentation there was talk about one of the second pro- <br /> gram units on the City Hall, but he thought the discussion was around a different <br /> proposal. <br /> Mr. Culver stated there is a proposal for both City Hall and the maintenance facil- <br /> ity. There are options for both proposals. Staff recommendations from the RCA <br /> is to do a solar rewards program on the Fire Station, City Hall and the Mainte- <br /> nance Facility. If the Council feels comfortable with the longer term of the PV <br /> Demand Credit system, then the City could do that also on the Maintenance Facil- <br /> ity. <br /> Councilmember Willmus asked if there is any staff time that would be related in <br /> any way to this. <br /> Mr. Culver stated there would be no more staff time involved other than having <br /> looked at it. He stated staff would be the liaison between the City and the solar <br /> panel company and the solar panel company would be doing the maintenance and <br /> operation. <br /> Councilmember Willmus asked if the City had an issue with the roof and need to <br /> move panels the cost would be on the City. Mr. Culver stated that was correct. <br />
