Regular City Council Meeting <br /> Monday, September 17, 2018 <br /> Page 25 <br /> Councilmember Willmus asked with regard to the options that are a part of the <br /> contract is there anybody in finance on the City's end looking at it and how it <br /> might impact the City. <br /> Mr. Culver stated he has not asked finance to do a thorough analysis of that. The <br /> City would have a call option,but he could not see recommending that given what <br /> the City is looking at from an annual savings perspective. This is set up so that at <br /> year 13 for the solar rewards program, the City owns is and will get the full bene- <br /> fit from it, and year 18 with the other program. That is how the financing is set <br /> up. <br /> Councilmember Willmus asked for someone to explain the call side of this for <br /> him. Mr. Psihos reviewed the call option with the Council. <br /> Councilmember Laliberte stated Mr. Culver mentioned the park side of the <br /> maintenance building is due for a roof replacement in 2019 and asked Mr. Culver <br /> what he foresees as necessary work on the other roof <br /> Mr. Culver stated the maintenance building is an L shaped building and the ma- <br /> jority of the roof that the system is on was reroofed in 2014. The other portion is <br /> scheduled to be reroofed in 2019. He noted City Hall was also reroofed in 2014 <br /> and the Fire Station roof is six years old. <br /> Councilmember McGehee thought this proposal is the best one she has seen and <br /> assumed the Public Works Commission was in favor of this as well. <br /> Mr. Culver stated the Public Works Commission did not have a formal recom- <br /> mendation for the Council because there was not a quorum at the last meeting, but <br /> staff did get individual responses from the Commissioners and all Commissioners <br /> were in favor of proceeding with this proposal. <br /> Councilmember McGehee asked what the timeframe was for the decline of the <br /> tariffs and rebates. <br /> Mr. Psihos stated for the Solar Reward Program he believed iDeal Energy has al- <br /> ready applied for and locked in the rebates for the City. Xcel is trying to modify <br /> the program for 2019 and would try to lower the rebates starting in January. <br /> When Xcel does that the thirteen-year deal will become a fifteen-year deal be- <br /> cause his company still needs to collect the right amount of money. <br /> Mayor Roe asked what had to be done by the end of the year in order to receive <br /> the full benefits. <br />
