Regular City Council Meeting <br /> Monday, September 17, 2018 <br /> Page 6 <br /> Councilmember McGehee stated the lack of consistency, the lack of these policies <br /> has been one of her largest frustrations while serving on the Council. Things <br /> come before the Council that really do not need their time and approval on and <br /> things that do come before the Council do not come with enough documentation <br /> and enough regular or consistent format. She was supportive of this item as a <br /> method. She agreed that if the City is going to move to a policy for purchasing <br /> approval by the City Manager with a $20,000 cap, a police car cost more than <br /> that. She thought the Council would need to think about that and the category of <br /> non-event but recurring costs. She thought some items would need periodic re- <br /> view built in and it might happen to improve the longevity of the item. <br /> Councilmember McGehee stated as she reviewed this item she had a question on <br /> why HVAC and roof repair were a part of maintenance. She noted the reference <br /> was on page 2 of attachment A, third bullet point. She thought there needed to be <br /> additional clarification from the Finance Commission to separate Capital from <br /> Maintenance. <br /> Mayor Roe stated on different types of purchases the City's process for approving <br /> the purchase is a little different. He stated for the street repair project each year <br /> the Council approves that year's project and is done as a result of a strategy. The <br /> Council does also have the $5,000 limit for City Manager purchasing authority as <br /> of today. Every purchase over $5,000, unless it is authorized under another ap- <br /> proval, goes before the City Council for approval. <br /> Mr. Trudgeon indicated the $20,000 for City Manager approval is allowed under <br /> State Statute. <br /> Mayor Roe indicated the City can choose to go lower than that which the City of <br /> Roseville chose to be at $5,000. Mr. Trudgeon indicated that was correct. <br /> Councilmember Etten stated he liked the regular review of policies and strategies <br /> and thought it made a lot of sense that it is up front. He did not think these hap- <br /> pen more often than once per year and potentially, even longer than that. He <br /> thought it was a good idea to have those items brought before the City Council for <br /> review and approval. <br /> Councilmember Etten stated the City has increased documentation through Coun- <br /> cil input with the yearly CIP. He asked if the Finance Commission looked at that <br /> and still considered that to be uneven. <br /> Commissioner McRoberts thought it was inadequate for the top category, catego- <br /> ry one. <br /> Mayor Roe stated in category one, a lot of those items do not show up on the CIP <br /> each year. <br />
