Regular City Council Meeting <br /> Monday, September 17, 2018 <br /> Page 8 <br /> Mayor Roe agreed. <br /> Councilmember McGehee stated one of the things that has bothered her on all of <br /> her years on the Council is that every department has their own established events <br /> strategy and policy piece and they don't ever all come to the Council for a uni- <br /> fied discussion. If the Council is going to be establishing priorities, the Council <br /> needs to see all each department's needs and wants at one time, not just certain <br /> pieces at different times. It makes it difficult to adequately evaluate the priorities <br /> and the spending that is done. That is something, if the Council had the listing for <br /> each department, there would be an overall view for the City that would be help- <br /> ful for the City and the Council when making decision. <br /> Councilmember Etten asked if the policies should be laid out in a document for <br /> each department. <br /> Councilmember McGehee would like the departments to indicate the expenditures <br /> planned over the next ten years with the strategy and policy. If one department <br /> has three event items and another department has three and the Council only sees <br /> them as single individual events that come before the Council, they as a Council, <br /> are not able to effectively set priority as the priority setting body. <br /> Mayor Roe felt the Council did receive the information needed because the CIP <br /> document talks about the policy basis for the various recommendation with the <br /> department. He thought events werea handful of things to the extent that the <br /> Council knows what the things are at this time. <br /> Councilmember McGehee stated she would like to be more transparent on event <br /> items, so everyone knows what is being planned for in each department. <br /> Councilmember Willmus stated this is a difficult part of what the Council does <br /> but what he likes about the template model, is that it really will tend to focus <br /> some on those conversations more in line with a template on what the City is do- <br /> ing, how is the City going to do it, and why. He thought that was important. He <br /> thought there was perhaps some tweaking to various language needed but overall <br /> this was a good starting point that he was intrigued by and want to put more work <br /> into. <br /> Councilmember Laliberte concurred with Councilmember Willmus. She liked a <br /> lot of what was in the report and a good starting point. She does like the idea of <br /> standardizing some format expectations, especially event items. She thought a <br /> good thing to add would be an engagement process and modeling out for revenue <br /> versus expenses versus maintenance. Anything that might come into play for any <br /> of those items would also be a good thing to standardize as a part of that process. <br /> She stated what she was not comfortable giving up was when the Council does <br /> approve the street projects for the season and are putting that into the public doc- <br />
