Roll Call <br /> Mayor Roe called the meeting to order at approximately 6:35 p.m. Voting and Seating <br /> Order: Willmus, Laliberte, Etten, McGehee and Roe. City Manager Patrick Trudgeon <br /> and City Attorney Mark Gaughan were also present. <br /> 2. Pledge of Allegiance <br /> 3. Approve Agenda <br /> Councilmember McGehee indicated she had questions on items 9d (Approve 2019 Insur- <br /> ance Benefit Renewals and City Cafeteria Contributions) and 9f(Approve Project Layout <br /> for County Road C Reconstruction) when the items come forward. She did not need those <br /> items pulled. <br /> Mayor Roe requested removal of Item 9f(Approve Project Layout for County Road C <br /> Reconstruction) for public comment. <br /> Laliberte moved, McGehee seconded, approval of the agenda as amended. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br /> 4. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. No one appeared to speak. <br /> 5. Recognitions, Donations, and Communications <br /> 6. Items Removed from Consent Agenda <br /> a. Approve Project Layout for County Road C Reconstruction <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> RCA and related attachments dated September 24, 2018. <br /> Councilmember McGehee asked what approval the City has of this plan because <br /> it belongs to Ramsey County. She was not sure who would be assessing the bene- <br /> fitting properties. <br /> Public Works Director Marc Culver stated there is not any formal approval of this <br /> layout that the City needs to make. Staff felt given this is a full reconstruction of <br /> the corridor, that Council should review it because there have been some open <br /> houses and public meetings for this project.
