Regular City Council Meeting <br /> Monday, September 24, 2018 <br /> Page 13 <br /> Mr.Tim Callaghan,3062 Shorewood Lane <br /> Mr. Callaghan stated he was a little concerned because what he sees year after <br /> year seems like the taxes on his house go up more than the cost of inflation. Part <br /> of his concern is that he was not sure he was getting any value for these increases. <br /> He wondered why the City spent six million dollars on park buildings that are <br /> barely used and were intended to be used fifty percent by people not in Roseville. <br /> He wondered why Roseville is supplying these services to other cities. He won- <br /> dered why the City built all of baseball fields. To him, it seems like the City is <br /> spending a lot of money for other cities. He asked why is Roseville rebuilding <br /> things that don't seem to have any need. Why does the City plan to rebuild C2, <br /> when the only thing that comes out of it is the business that is there loses access to <br /> part of the road. It does not seem of value so why is the City spending all of this <br /> money. He thought the City needed to get some better cost control on what is be- <br /> ing done. He cannot see value to the homeowners within this City of what the in- <br /> creases are. He thought it would be nice to give residents a write up with the in- <br /> formation he has asked. At this point,he does not see a value for the increase. <br /> Mayor Roe asked for Council comments. <br /> Councilmember Willmus asked the Council if there was a desire to potentially <br /> funding the Mental Health Liaison Officer for 2019. <br /> Councilmember Laliberte asked if it would be on top of what is being proposed or <br /> would there be another place to cut something. <br /> Councilmember Willmus thought at this stage it would be on top of what the <br /> Council has before them, keeping in mind the Council has reset a little bit what <br /> the Council was going to do on the EDA side as well. He thought that position, as <br /> per the City Manager's memo sent some time ago, was $85,000. <br /> Councilmember Etten stated he was supportive of working on how the City better <br /> services residents in the community who are in mental health crisis. Currently, <br /> the City does receive some services from the County but probably not enough. <br /> He was not supportive of a licensed officer doing that because the officer did not <br /> train to be a social worker and that is essentially what the City is asking them to <br /> be. He thought the City would be sending someone into that situation who may <br /> receive some training but are not fully trained in the work the City is asking them <br /> to do. If the Council was talking about whether Roseville should have a social <br /> worker,that is another matter. <br /> Councilmember McGehee concurred with Councilmember Etten. She stated she <br /> thought there are a lot of needs in this area but did not think that was the solution <br /> she favored. <br />
