Regular City Council Meeting <br /> Monday, October 8,2018 <br /> Page 11 <br /> Commissioner McGuire stated it is going to be a group effort in finding markets <br /> for recyclables because there is a down turn in finding those markets. Legislation <br /> is needed for providing incentives for markets and this really is a State-wide and <br /> National effort as a lot of people are recycling, which is a good thing, but a mar- <br /> ket needs to be found those recyclables. <br /> Councilmember Laliberte stated she has heard from a lot of the City residents <br /> about issues with road congestion and noticed Commissioner McGuire discussed <br /> focusing on walkers and bikers. She wondered what is being done about the road <br /> congestion. <br /> Commissioner McGuire stated most of the County's funds are going into roads. <br /> She stated the County is very focusing on making sure the congestion and roads <br /> are safe and accessible. She stated the County partners with the cities, State, and <br /> Federal governments and there needs to be revenue in the system to partner with <br /> the County. She stated the County is very committed to the roads. She men- <br /> tioned walkers and bikers for the safety concern, but the County is conscious of <br /> people of all modes. <br /> Councilmember Etten asked how the birth to three program will connect with the <br /> school systems. <br /> Commissioner McGuire stated the County is on a continuum and needs all of their <br /> partners for the continuum. In many cases, the County sees the kids first and then <br /> the schools see them, so with this grant the County is focused on the continuum of <br /> birth to three years. The County works with families and the schools. Because <br /> the grant is a pilot grant, the County is very focused on what the County has con- <br /> trol over and to help families be as healthy and stable as possible when the chil- <br /> dren enter the school system. With the pilot grant the County is exploring what <br /> can be done with it. <br /> Councilmember Etten reiterated the point on crisis in mental health services. He <br /> thought the first housing for mental health was the County. He would look for the <br /> County to be a leader in that by providing help along with the cities helping where <br /> needed but he felt this needed to start with the County because of the expertise. <br /> Mayor Roe stated a part of the Rice/Larpenteur vision plan involves a couple <br /> years, working with an outside entity to facilitate the implementation, get some <br /> projects underway, and look at the structure and fiscal organization of how this <br /> goes forward. He stated the City is looking at the County for a financial contribu- <br /> tion to that effort. <br /> b. Approve Pathway Master Plan <br />
