She did not see that built into the path- <br /> ways or point system,but she noticed staff built it into the policy. <br /> Mr. Freihammer stated staff highlighted the segments as a way of showing the <br /> segments that do not have that. Through some discussion, if adding a point will <br /> not change the Pathway list, and since it is a preference list and not a priority list, <br /> that was staff's way to highlight it. He stated since the Pathways Masterplan has <br /> been around, staff has not been constructing it from top to bottom. The pathways <br /> are constructed as opportunities come about. <br /> Mayor Roe stated to clarify, the two policies that were noted in the staff report <br /> were already in the Master Plan. <br /> Mr. Freihammer indicated that was correct. <br /> Councilmember Etten thanked staff for all of their work on this. He stated on the <br /> map rating list, number 16, Rosedale to HarMar connection, there is one portion <br /> of it that confused him, and he wanted to understand it better. The portion going <br /> south along the parking lot of the fast food restaurant on the corner of Snelling <br /> and County Road B, he wondered if the path already going along Snelling was in- <br /> tentional or was it something that was colored funny. <br /> Mr. Freihammer stated item 16, the way it is described is a pedestrian bridge <br /> across Highway 36 and a pathway connection between Rosedale and HarMar. He <br /> thought that section needed to be cleaned up a little bit to properly reflect the con- <br /> nection. <br /> Councilmember Etten stated on page 26 of the Master Plan, number 16 which is <br /> part of the implementation section it states: Provide incentives (low interest <br /> loans) for Roseville businesses to redevelop their property with improvements for <br /> pedestrians and bicyclists. He asked staff if the City has this and not used any <br /> loan program for this before. The City has done some loans for other types of <br /> projects but not low-interest loans for this and he was not sure how that mecha- <br /> nism would work or how things would be approved. The loan percentage was at <br /> five percent, which wouldn't beat the market right now. He wondered if the <br /> Council wanted to talk about this or just leave it in the Master Plan and not talk <br /> about it or change it. <br /> Councilmember Etten thought another item to discuss was on page 27, item 21a <br /> (Staff will pursue grants when available to assist in funding the implementation of <br /> pathway networks). He stated staff looked at this and thought it might fund Safe <br /> Routes to Schools. He did not know if the Council wanted a separate funding ar- <br /> ea or an area under implementation discussing funding or to change that to Safe <br /> Routes to School Publication of giving information to families. He thought it was <br /> odd talking about funding in the middle of the education piece. <br />
